19c Grid Infrastructure Upgrade - rootupgrade.sh is failing with PRKC-1044 Failed to check remote command execution setup (Doc ID 2649274.1)

Symptoms

Rootupgrade.sh logs and cluutil will report below errors -

rootcrs_xxxxxxx002_<time stamp>.log

2020/03/06 03:59:40 CLSRSC-464: Starting retrieval of the cluster configuration data

2020/03/06 03:59:42 CLSRSC-180: An error occurred while executing the command 'cluutil -chkshare -oh /u01/app/12.1.0.2/grid/crs/install -localnode xxxxxxx002 -nodelist xxxxxxx001,xxxxxxx002' (error code 1)

Died at /u01/app/12.1.0.2/grid/crs/install/crsutils.pm line 10722.
The command '/u01/app/12.1.0.2/grid/perl/bin/perl -I/u01/app/12.1.0.2/grid/perl/lib -I/u01/app/12.1.0.2/grid/crs/install /u01/app/12.1.0.2/grid/crs/install/rootcrs.pl -upgrade' execution failed
