Relocate CDB Does Not Start Dependent Resource Automatically (Doc ID 2651615.1)

Symptoms

Relocation of the RAC One CDB from Node 1 to Node 2, the DBFS resource relocates (ONLINE) along with the CDB. When relocating back from Node 2 to Node 1 the DBFS resource does NOT come online.  For sake of understanding the problem consider the following configuration:

Example Configuration

Nodes: 2

GI Version: 18.5.0.0 (Problem Impacts 12.2.0.1 through 19.6)

RDBMS Version: 12.2.0.1.190115 (RDBMS version is irrelevant to this issue)

DB Config: RAC One CDB having 1 PDB

                 DBFS Configured on the PDB

                 DBFS Resource has a HARD dependency on the PDB Service

CDB Name: mycdb

PDB Name: mypdb

PDB Service Name: dbfs_service

DBFS Resource Name: dbfs01

DBFS Resource Dependency Configuration:

                 START_DEPENDENCIES=hard(ora.mycdb.db,ora.mycdb.dbfs_service.svc) pullup(ora.mycdb.db,ora.mycdb.dbfs_service.svc) attraction(ora.mycdb.db,ora.mycdb.dbfs_service.svc)

                 STOP_DEPENDENCIES=hard(ora.mycdb.db,ora.mycdb.dbfs_service.svc)
