Symptoms

The following error is confirmed.

cd /d %ORACLE_HOME%\bin
chopt enable partitioning

----
Neither %ORACLE_HOME%/bin/oraprtop12.dll.dbl nor %ORACLE_HOME%/bin/oraprtop12.dll exist.  The refore,
the ORACLE_HOME is in an invalid state with respect to the option ' at %ORACLE_HOME%\bin\chopt.pl line 211, <INI> line 27.
