Symptoms
Enabling Diagsnap resource is failing with the below errors.
[root@<Node1> bin]# oclumon manage -enable diagsnap
CRS-9007-failed to contact 'osysmond' daemon<<<<<<<<<<<<
CRS-9001-Internal Error
crsctl stat res -t -init output shows ora.crf is oflfine

while starting the ora,crf exclusively fails with disable message.
crsctl start res ora.crf -init -f
CRS-2501: Resource 'ora.crf' is disabled<<<<<<<<<<<<<<<<<<<
CRS-4000: Command Start failed, or completed with errors.
crsctl stat res ora.crf -p -init shows the resource disabled.
