Storage server startup issue

Symptoms
During the patching our last cell didn't come up and it failed out with below error.
2020-02-05 11:14:44 -0500 3 Done <hostname> :SUCCESS: Finalize patch on cell.
2020-02-05 11:14:55 -0500 4 Do <hostname> :Working: Wait for cell to reboot and come online. Between 35 minutes and 600 minutes.
2020-02-05 11:14:55 -0500 :INFO : <hostname> Wait for patch finalization and reboot
FAILED for following cells
<hostname> 2020-02-05 13:16:00 -0500 Patch failed during wait for patch finalization and reboot.
2020-02-05 13:17:28 -0500 4 Done <hostname> :FAILED : Wait for cell to reboot and come online.
2020-02-05 13:17:28 -0500 :ERROR : Patch failed. Please run cleanup before retrying.
2020-02-05 13:17:56 -0500 :ERROR : FAILED run of command:./patchmgr -cells /root/cell_group1 -patch -rolling
