ORA-12705 Cannot Connect To The Database Using OCCI on Windows (Doc ID 265785.1)

Error: ORA-12705: invalid or unknown NLS parameter value
when trying to execute the occidml example which is found on otn.

The error only occured when oracore9.dll was placed into the same directory as the application.
