ODA Upgrade PrepatchReport Fails Due To OraInventory Lock  Internal Error

Generic description for the ODA upgrade situation:

We have downloaded the 18.8 ODA bundle to one of our X7-2M ODA's currently running 18.5 bundle. We also have the ODA monitored by Enterprise Manager 13.3. the /u01/app/oraInventory/lock/inventory.lock is owned by oemuser. This is the user specified to use in the ODA plugin for Enterprise Manager. Now we are getting the attached internal error in the prepatchreport job
