Documents fail to index on Windows with "DRG-11207: user filter command exited with status -1073741515"

Symptoms
Text index creation and SYNC of the Text index on Windows complete successfully, however, none of the documents are indexed.
Querying the index's $I table, DR$indexname$I, shows no tokens were indexed(i.e. no rows are returned) and querying CTX_USER_INDEX_ERRORS reveals every document failed to index with the error "DRG-11207: user filter command exited with status -1073741515".
If you run $ORACLE_HOME\bin\ctxhx.exe by double clicking for test purposes, following error dialog box will appear to tell "The program can't start because MSVCRT120.dll is missing from your computer. Try reinstalling the program to fix this problem."
Changes
Here are possible situations :
- New installation of Oracle Database 19c(19.3) on fresh environment
- Applying Patch 28265827: WINDOWS DB BUNDLE PATCH 11.2.0.4.181016 or onward to existing 11.2.0.4 system
- Applying Patch 29831650: WINDOWS DB BUNDLE PATCH 12.1.0.2.190716 or onward to existing 12.1.0.2 system
It assumes neither Oracle Database 12.2 nor Oracle Database 18c is installed to your system where above action was taken.
