CRS-6706 Error After Patching Attempt Failed and rootcrs.sh -prepatch is Hung While Performing Steps To Resolve This Error

Symptoms
Customer has patching failures while applying PSU and then rolled back the patches.
CRS fails to start with error CRS-6706: Oracle Clusterware Release patch level ('xxxxxxxx') does not match Software patch level ('xxxxxxxxx').
Customer followed below steps as per below note to resolve the issue, however "rootcrs.sh -prepatch" is hung
CRS-6706: Oracle Clusterware Release patch level ('nnn') does not match Software patch level ('mmm') (Doc ID 1639285.1)
For 12.2
Execute"<GI_HOME>/crs/install/rootcrs.sh -prepatch" "<GI_HOME>/crs/install/rootcrs.sh -postpatch"and as <root_user> on the problematic node and the patch level should be corrected.
