Symptoms
On : 8.0 version, Backup/Restore (Excluding MEB)
After restore from backup database does not start.

STEPS

The issue can be reproduced at will with the following steps:
1. Set innodb_max_undo_log_size to a small value
2. Create Backup with MEB
3. Restore and attempt to start

The issue has the following business impact:
Due to this issue, users cannot start the mysqld service.
