Oracle Restart - TFA won't install by default during Oracle Restart with version 19* (Doc ID 2667643.1)

Symptoms

Oracle restart installation 19c not installing TFA either in GI or RDBMS.

After installation if you see root log you can find as below.

On the output of the root.sh script there is:

Oracle Trace File Analyzer (TFA) is available at : /u00/app/oracle/product/19.6.0/bin/tfactl
but this does not exist:
-bash: /u00/app/oracle/product/19.6.0/bin/tfactl: No such file or directory
