Upgrading DataBase To 19.3 And Above Results In Customer's Java Code Fail With Lava.Lang.ExceptionInInitializerError After Few execution (Doc ID 2673124.1)

Symptoms

Customer's java class to convert date and time from user time zone to server time zone works with Oracle 12c and 18c. But on 19c, code must re-compile the java class every few minutes

Code executes fine for first few execution and fails suddenly. Code works again after recompiling the JAVA class.

To reproduce followed below steps:

Issue is reproducible in both multitennat and non multitennat DB.

 Upgraded DB to 19c and above
