Oracle Sharding Service Creation failed with PRKO-3163

Goal
Creating global service in sharding database failed with the following errors:
GDSCTL> add service -service <service name> -role primary
GSM Warnings:
primary_shardgroup shard1:ORA-45540: Call to SRVCTL failed with status 1, errors: PRKO-3163 : Options \'-update\', \'-preferred\', \'-available\', \'-serverpool\' and \'-cardinality\' cannot be used to add service <service name> for single instance database shard1
