Lcount neither reset on correct login nor incremented after incorrect login thru JDBC (Doc ID 2675398.1)

Symptoms

If we try with an incorrect password to the user USER1 then LCOUNT in user$ is not incremented to 1.
We are not able to replicate the issue from SQL plus client, because if we try to login with an incorrect password in Sql*plus for user USER1 then LCOUNT is incremented to 1.
LCOUNT is NOT incremented to 1 only from JDBC connection.

SELECT LCOUNT FROM SYS.USER$ WHERE NAME='USER1';

Similarly the lcount is not reset to 0 after successful login thru JDBC.
