DB runInstaller failed with INS-08101 and CRS-06015 (Doc ID 2676189.1)

Symptoms

When installing DB software via runInstaller on the environment where Grid Infrastructure was running normally, it failed with [INS -08101] at state 'performchecks'.

From debug trace for runInstaller ，below error was logged. It reported that crsctl command failed with error CRS-6015.
