One RAC Instance Startup Failed With ORA-29707

Symptoms
1. Database instance1 startup failed with ORA-29707, but it does not report the name of the parameter correctly:
ORA-29707: inconsistent value 4098 for initialization parameter 5178with other instances
2. The alert log shows:

3. Review the trace file generated at the same period and find the LMON trace contain the detail information:
kjfcqiora: skipping namespace 14, not in use anymore
* kjfcqiora: query MULTIPLE LMD ENQUEUE INFO of inst 2 = 4@*@*, vallen 5, strlen 5
* kjfcqiora: parsing of string complete
kjfcqiora: skipping namespace 14, not in use anymore
max_pdbs has value 4098 in instance 1 and value 254 in instance 2 <<<<<<
ORA-29707 signalled during global resource directory mount
* kjfcqiora: query MULTIPLE LMD ENQUEUE INFO of inst 2 = 4@*@*, vallen 5, strlen 5
* kjfcqiora: parsing of string complete
