Hc-Special Characters Show Junk in CLOB Columns after Upgrade to Oracle 19.7 with JDBC (Doc ID 2685368.1)

Symptoms

When accessing existing CLOB columns via JDBC, special German characters are displayed as "junk" characters.
Issue only manifests itself through JDBC and not when using OCI.
