Wrong results with index access under following conditions:
- Two databases with different character sets DB1 (UTF8) & DB2 (AL32UTF8) are involved
- In DB1, Table is created by selecting rows (CATS) from table in DB2 via DB link
- SELECT with Index access fails because where predicate did not match
