Symptoms

Creating physical standby database using OEM fails with following error:

 "Error Validating TDE Wallet Location. Please fix SQLNET.ORA on the destination and retry".

Wallet is enabled on the primary

Sample Debug trace output on gcagent.log:

Changes

 While creating the physical standby database from primary using OEM 13c, Copied the wallet files from primary to new standby wallet location before creating the physical standby database via Enterprise Manager
