Problem Summary

You cannot start repositories after adding cores to ODA_BASE and restarting ODA_BASE on ODA X7-HA ODAVP 18.8
Issued oakcli reconfigure oda_base to add CPU cores, memory, and reconfigured VNC password. No vlan's were added or removed.
Restarted ODA_BASE on node 0, now you are not able to start repositories/VM's on node0 and the following error is produced:
[root@hrsys-node1 ~]# oakcli start repo myrepo -node 0
OAKERR8041 The filesystem could not be removed from the crs resource
OAKERR:5003 Command execution unsuccessful for Command=/u01/app/18.0.0.0/grid/bin/crsctl stat res ora.myrepo_0.export Error=CRS-4535: Cannot communicate with Cluster Ready Services
CRS-4000: Command Status failed, or completed with errors.
