Goal

How to solve the issue reported in the next bug:

  Bug 31244237 - TURKISH CHARACTERS NOT SHOWN CORRECTLY ON CLOB COLUMN | DB 19.7

for JDBC clients?
 

Squares" are being displayed in CLOB columns with JDBC after applying 19.7 RU. The issue does not reproduce with SQL*PLus or OCI Clients; only with JDBC.
