Update-dcscomponents hangs during ODA upgrade to 19.6 (Doc ID 2691960.1)

Symptoms

When performing an upgrade on ODA X6-2S from 18.8 to 19.6,
the command "odacli update-dcscomponents -v 19.6.0.0.0" hangs.


In the dcs-admin.log the following errors are seen: 


DCS-10001:Internal error encountered: systemctl show --property MainPID initdcsagent command return invalid output :Failed to determine peer security context: Protocol not available


Additionally, the messages: systemd-journald[766]:sent WATCHDOG=1 notification is seen on the ODA console after the LINUX 7 update.
However, update-server-postcheck -v 19.6.0.0.0 shows SUCCESS for "OS has been upgraded to OL7".
