Clusterware resource group doesn't failover upon abnormal termination of a node (Doc ID 2694041.1)

Symptoms

Two custom cluster resources are shown as an example.

nogrp_resource - is of cluster_resource type and not part of any resource group.
grp_resource1 & grp_resource2 - is part of resource group grp1. grp_resource1 is configured with "CRITICAL_RESOURCES" attribute.

1) Both resources are brought online on node1.
