Datapatch Trying to Update non-Installed Components with "-force" Option in 18c (Doc ID 2694439.1)

Symptoms

 Datapatch tries to update non-installed components in database during post-installation steps of DB RU 18.x -

-> Error at line 135313: script md/admin/prvtsidx.plb
- ORA-24344: success with compilation error
-> Error at line 135456: script md/admin/prvtsidx.plb
- ORA-22330: cannot alter a type that is not valid
- ORA-06512: at line 14
- ORA-06512: at line 7
-> Error at line 135503: script md/admin/prvtsidx.plb
- Warning: Package created with compilation errors.
-> Error at line 135540: script md/admin/prvtsidx.plb
- Warning: Package created with compilation errors.
-> Error at line 135547: script md/admin/prvtsidx.plb
- 3/3 PL/SQL: Declaration ignored
-> Error at line 135548: script md/admin/prvtsidx.plb
- 3/23 PLS-00201: identifier 'MDSYS.SDO_GEOMETRY' must be declared
-> Error at line 135549: script md/admin/prvtsidx.plb
- 10/3 PL/SQL: Declaration ignored

 Oracle Spatial is not configured in DB but datapatch creates below objects during patch apply -
