Oracle Spatial (SDO) is INVALID in CDB after applying 19c DBRU (Doc ID 2695275.1)

Symptoms

Oracle Spatial (SDO) is INVALID in CDB$ROOT after applying a 19.x.0.0.0DBRU.  The Oracle Spatial health check report also shows the MDSYS.SDO_RDF package body is INVALID due to compilation errors PLS-00302:
