Symptoms
1. You have Unified Auditing set up and want to enable an audit policy to audit ALL actions, but want to avoid filling up the audit trail so you want to also add the "ONLY TOPLEVEL" clause.
2. However, when you run the above SQL (on 18c), you get an error:
