Database Link (DBLINK) Connection Fails With ORA-1017 When Username Over 28 Characters Long (Doc ID 2696746.1)

Symptoms

When an Oracle Database user whose username is 29 characters long attempts to use a database link, this can fail with ORA-1017.

But if the username is 28 characters or shorter, there is no ORA-1017 and the connection is successful.
