MVIEW of Child Table is Refreshed but MVIEW of Parent Table with Foreign Key Constraint is not Refreshed (Doc ID 2697569.1)

Symptoms

・ Tab1 is parent table with a primary key
・ Child table Tab2 and Tab3 have foreign key constraints referencing the primary key of Tab1
・ M_TAB1 is mview based of Tab1
・ M_TAB2 is mview based of Tab2
・ M_TAB3 is mview based of Tab3
・ Insert data into Tab1/Tab2/Tab3 on one session
・ Refresh M_TAB1/M_TAB2/M_TAB3 with atomic_refresh=>TRUE and list  option on other session at the same time .

・MVIEW of Child Table M_TAB2/M_TAB3 are Refreshed with the new data
・MVIEW of Parent Table M_TAB1 may be not Refreshed with some new data
