Datapump Export Fails with Errors ORA-39126 and ORA-04063 (Doc ID 2697894.1)

Symptoms

Data Pump export failing with the following errors:

In procedure DETERMINE_FATAL_ERROR with ORA-04063: package body "SYSTEM.DBMS_METADATA" has errors
Estimate in progress using BLOCKS method...

ORA-39126: Worker unexpected fatal error in KUPW$WORKER.FETCH_XML_OBJECTS []
ORA-04063: package body "SYSTEM.DBMS_METADATA" has errors
ORA-06512: at "SYS.DBMS_SYS_ERROR", line 86
ORA-06512: at "SYS.KUPW$WORKER", line 11254

 

Changes

 Applied the Oct 2019 PSU patch and found that Data Pump export was not working. 

Reloaded Data Pump utility using DPLOAD.SQL from $ORACLE_HOME/rdbms/admin directory  but issue persists
