PDB Is Not Picking Up local_listener Parameter From Container Database (Doc ID 2699062.1)

Symptoms

 + PDB not picking up parameter value local_listener from CDB. 
 + When the parameter is set using alter system command from PDB, the value is not persistent across pdb reboot.
