Managed ODP.NET Connection Fails With ORA-12570: Network Session: Unexpected Packet Read Error in 19c (Doc ID 2699746.1)

Symptoms

Secure 19c database enabled with Data Encryption securities. When application using 12.2 or later version of Managed ODP.NET driver ,if application trying to connect the database fails with below error,
But all other applications like Unmanaged ODP.NET, SQL*Plus connect successful.

 

Changes

Database upgraded from 11.2.0.4 to 19c with Data Encryption
