TLSV1.2 Connection fails with ORA-28750 / ORA-28860 when client uses MCS / CAC / PKI (Doc ID 2699937.1)

Symptoms

Windows client TLSv1.2 connection is failing when MCS (Microsoft Certificate Store) is used. As a result of this, multi-factor authentication cannot be used. MCS client connection works with TLS1.1, but fails with TLS1.2

Customer has applied the fix for 'Bug 25809524 - TLSV1.2 PROTOCOL CONNECTION FAILS WHEN CLIENT USES MCS', but still the connection remains unsuccessful.
