Goal

If User1 (Session 1) executes any update/delete against a table (without issuing a commit or rollback) and a user within another session attempts to update/delete the same table, there will be row level lock on the affected rows.

Any DML needing those rows will hang till the blocking session issues a ROLLBACK or COMMIT command.
