DBCA Reports The Current Version Of Oracle Grid Infrastructure Is: Null (Doc ID 2701638.1)

Symptoms

Customer is running DBCA and it's failing reporting:

DBCA the current version of Oracle Grid Infrastructure is: null Upgrade Oracle Grid

The trace for DBCA shows:

Oracle Clusterware active version on the cluster is [12.1.0.2.0]. The cluster upgrade state is [NORMAL]. The cluster active patch level is [2845178295].
