Datapump export fails with ORA-04063 ORA-06508 on package"SYS.DBMS_CDC_UTILITY (Doc ID 2703753.1)

Symptoms

On : 11.2.0.4 version, Data Pump Export

When attempting to perform a schema export
the following errors occur:
