ORA-29024 / TNS-12560 error after JULY 2020 Patches for TCPS Connection / listener start

Symptoms
1) After applying July 2020 DBBP, TCPS listener start fails with below error:
Connecting to (DESCRIPTION=(ADDRESS=(PROTOCOL=TCPS)(HOST=<host1>)(PORT=2484)))
ORA-29024: Certificate validation failure
TNS-12560: TNS:protocol adapter error
TNS-29024: Message 29024 not found; product=network; facility=TNS
2) tnsping <TCPS alias>
TNS Ping Utility for Linux: Version 12.1.0.2.0 - Production on 19-AUG-2020 01:17:12

Used parameter files:
/u01/oracle/product/db_12102/network/admin/sqlnet.ora
Used TNSNAMES adapter to resolve the alias
Attempting to contact (DESCRIPTION = (ADDRESS = (PROTOCOL = TCPS)(HOST = <host2>)(PORT = 1536)) (CONNECT_DATA = (SERVER = DEDICATED) (SERVICE_NAME = ***)))
