Failed to Start CRS Service with OPATCHAUTO-68061 When Rolling Back GI RU (Doc ID 2709462.1)

When rolling back GI RU with OCW Interim patch applied, it fails to start CRS service in post-patch operation.

The same error can be reproduced by the following steps.

1. Apply Patch 29708720 (GI RU 12.2.0.1.190716). This patch contains the following RUs.

Applied GI RU and applied OCW Interim patch.
And then tried to rollback GI RU with opatch command.
