ORA-28365: wallet is not open when starting database with srvctl or crsctl when TDE is enabled (Doc ID 2711068.1)

Symptoms

Attempting to start a database with TDE enabled using srvctl start database -d returns ORA-28365: wallet is not open error, and it does not start.  When using sqlplus to start the database works without any issues.


This setup uses an Oracle Restart server, and the listeners are running as GRID user under the GRID_HOME.  The database itself runs under oracle user, in the ORACLE_HOME.
