[Oracle][ODBC] Invalid Datetime Format Raised For Timestamp Field in 18c (Doc ID 2711810.1)

Symptoms

Using Oracle ODBC driver when application trying to  INSERT escape sequence for TIMESTAMP {ts, 'value'} into a TIMESTAMP field.
ODBC Driver SQLExecute method fails with the following error from ODBC trace file,
Issue does not reproduced with 11.2.0.4 ODBC and fail with 18c ODBC driver.
