FSFO getting Disabled and Observer is not starting after applying the RU in 19c versions (Doc ID 2712796.1)

From 19c onwards, After applying the Release Update, FSFO is getting disabled with Force Option & Observer is not starting.

Symptom-1:

In DGMGRL, Show Configuration verbose output, shows the following:

FSFO becomes disabled and the observers are stopped after performing a release update from 19.x to 19.x+1,
