19c: ORA-1031 and ORA-02097 when attempting to set MAX_DATAPUMP_PARALLEL_PER_JOB as a Non-SYS user (Doc ID 2720494.1)

Symptoms

You cannot alter MAX_DATAPUMP_PARALLEL_PER_JOB parameter as a non-SYS user who otherwise has the "ALTER SYSTEM" privilege and can change any other parameter in the spfile.
As a non-SYS user, you cannot modify MAX_DATAPUMP_PARALLEL_PER_JOB in memory (ORA-02097, ORA-01031) or in the spfile (ORA-32017, ORA-01031).
However, as that same user, you can modify other parameters such as PROCESSES or JOB_QUEUE_PROCESSES, both in-memory and in the spfile.

According to the Database Reference documentation this should work:

Modifiable     ALTER SYSTEM
