GIPC Start Failed with Error CRS-5818 and CRS-5017 (Doc ID 2722954.1)

Symptoms

The resource of ora.gipcd can not be started, then the cluster also start failed.

1. GI alert

5. The ownership/permission of gipcdOUT.trc and gipcd.pid in [$GI_BASE/crsdata/node/output/] are correct.
    And even rm gipcdOUT.trc and gipcd.pid, GIPC also can not be started.
