gv$ view query fails on RAC with ORA-12850 if sessions_per_user is set to 1 in user profile on 18c or above

Symptoms
+ On RAC, querying any gv$ view fails with ORA-12850 error if the SESSIONS_PER_USER is limited to 1 only in the user profile.
+ This does not happen on a standalone database, only on RAC.
+ This error is not reported on 12.1 or 12.2.
+ It seems that the query is executed in parallel. The error is reported while trying to spawn a new parallel query secondary.
+ Disabling the parallel query does not help.
+ Increasing the sessions_per_user to 2 works around the error.
Testing on a 3-node RAC database:
There is no error on 12.1.0.2.
