Symptoms

Feature usage Statstics not correct at the PDB level or CDB_FEATURE_USAGE_STATISTICS or DBA_FEATURE_USAGE_STATISTICS does not show or list some features.

You have some non-system tables partitioned in the database, but the CDB_FEATURE_USAGE_STATISTICS or DBA_FEATURE_USAGE_STATISTICS is showing Partitioned tables (user) use as FALSE.
