Symptoms
In a Grid Infrastructure Standalone (Oracle Restart) environment on Windows, whenever the standby database is started using the command 'crsctl start has', the standby database instance starts in READ ONLY OPEN mode even when the DB STARTUP OPTION is set to MOUNT (such as verified by 'srvctl config database -db <dbname>')
