Logon/logoff In 19c EE Database Is More Than 10x Slower Than In 11.2.0.4 (Doc ID 2730374.1)

Symptoms

logins to the 19c database are much slower than in 11g.

The unix "time" command and a simple script that calls sqlplus 12 times, then exits. Result is the script takes > 10 times longer to execute in 19c, summarized below:

11g:
time ./chk_fixed_passwords.bash
real 0m0.892s

19c:
time ./chk_fixed_passwords.bash
real 0m11.414s

This is after disabling all logon / logoff triggers in 19c. 

audit_trail = DB in both databases. Failed logins are logged in dba_audit_trail

Changes

 Datbase has been upgraded to 19c
