CJQ0 does not start after ADG switchover to primary role if standby_db_preserve_states is set to 'all' or 'session' (Doc ID 2731696.1)

Symptoms

On 12.2 or higher ADG environment, after standby database switchover to primary role, CJQ0 process doesn't start on new primary DB, hence jobs & schedulers all can't work.

Changing the value of job_queue_processes can startup CJQ0, however jobs & schedulers still can't work.

Changes

 No change, newly created ADG environment.
