Symptoms

Excessive PGA memory is consumed while executing a VPD query with a SHARED_CONTEXT_SENSITIVE policy.

Changes

This behavior is reported as a part of Unpublished Bug 31543161. it can be observed when the policy is added by
dbms_rls.add_policy() with namespace / attribute parameters.
