External procedure fails with ORA-28575 on AIX after applying Database Release Update 19.7 and above

Symptoms
After applying Database Release Update 19.7 and above, an external procedures using default or
listener configuration fail on IBM AIX machine.
ORA-28575: unable to open RPC connection to external procedure agent
Running extproc binary fails with the following:
$ORACLE_HOME/bin/extproc
Could not load program extproc:
rtld: 0712-001 Symbol kollulin was referenced
from module extproc(), but a runtime definition
of the symbol was not found.
rtld: 0712-002 fatal error: exiting.
Could not load program extproc:

Changes
Database Release Update 19.7, 19.8 or 19.9 has been applied on AIX.
