DB Service Start Fails With CRS-2674 & CRS-2632 In RAC + Database Vault (Doc ID 2738716.1)

Symptoms

The DB service startup will fail with errors when Database Vault is configured in RAC env and login for SYSRAC user is not allowed by Database Vault :

 

Also, DVSYS.AUDIT_TRAIL shows USERNAME=SYSRAC is falied to login.

 

Changes

Upgrade from 12cR1 to 19c
